3 Panther was formed in 2020 as a Small Business. The founding partner James Arterburn (majority owner) is a Service Disabled Veteran. James served with the Army's elite 82nd Airborne Division from 2001 until 2005. During this time James spent most of his time in training or combat overseas. James served in Afghanistan and Iraq conflicts during his tenure. James completed his enlistment as an Airborne Paratooper Sergeant, is decorated with a Bronze Star, Army Commendation Medals, as well as other Army Achievements.  

 

In the Army James honed an already strong work ethic, learned intestinal fortitude, to put others first, and to lead when things are difficult, stay sharp under stress, and to maintain bearings in difficult times. This helps to excel the business forward today. James has managed many construction projects ranging from $5,000 to $65,000,000. in various sectors (Federal Government, Public and Private). James successfully project managed 30 Government Contracts from 2013 - 2018 while working for a local government contractor in Louisville KY. James has served in many construction business capacities over the years (Senior Project Manager, Division Manager, VP Construction). 

Co-founder, Christine Arterburn (minority owner) has an MBA in Healthcare Administration, Christine Arterburn opens the line of communication between clients,subcontractors, and end-users to get projects completed. Christine has over 10 years in supervisory experience; leading staff in non-profit and for-profit organizations spanning both public and private sectors, Christine has experience in management consultation, team building, success coaching, professional development, strategic implementation, HR and Collaboration.  Christine's regulatory compliance background includes but not limited to: Investigation of incident and Progress with State of Tennessee, Department of Children’s Services, Background/Criminal investigations with US Immigration Services through Mary Kendall Adoption Program, and investigating insurance claims (overpayments/fraud – Anthem, United Healthcare, and Aetna). Beyond overseeing quality work, Christine ensures the appropriate steps are taken to comply with relevant laws, policies, and regulations. 

 

3 Panther's general focus is seeking construction contract awards in Kentucky, Indiana, Tennessee, Illinois, Ohio, Florida and Maine, but will take on a contract in any location if needed. Our goal is to deliver a successful project through meeting the budget and schedule constraints set forth. Providing our client with beneficial use as intended. Through teamwork we will achieve.
