3 Panther Contracting, LLC is a Service-Disabled Veteran-Owned Small Business (SDVOSB) established in 2020, specializing in construction management and general contracting services for federal, state, and private sector clients.

 

The company is led by James Arterburn, a U.S. Army veteran who served with the 82nd Airborne Division from 2001 to 2005. During his service, Mr. Arterburn deployed in support of operations in Afghanistan and Iraq, completing his enlistment as an Airborne Paratrooper Sergeant. His military service earned him the Bronze Star Medal, Army Commendation Medals, and multiple Army Achievement awards.

 

Following his military service, Mr. Arterburn built an extensive career in the construction industry, managing projects ranging from $5,000 to more than $65 million across federal, public, and private sectors. Between 2013 and 2018, he successfully managed 30 federal government contracts while working for a government contractor based in Louisville, Kentucky. Over the course of his career, he has held leadership roles including Senior Project Manager, Division Manager, Director of Construction, Vice President of Construction, and COO.
